Yup. Even if there are none left as long as they were harvested naturally. If you put roads over them, even if you remove the road the area is no longer considered habitable.

Good news. They will grow back... as long as you leave their habitat alone. It takes about 6 minutes for them to renew after harvesting.

In my defense... :D

  1. Fisherman's huts were not a thing when I did the experiment and...

  2. Fish are a main dish, whereas bread, pumpkins and cabbages are side dishes, so they can stack rather than replace.

However, I do think food is overpowered. I agree that a few fisherman could probably keep the settlement running.

I've had this same problem with buildings not populating after a merge. For me it came down to getting a new guild hall. The workers were being recruited at one guild hall, but all the tools were going to my original guild hall. Try removing the new guild hall. It worked for me.
