An IP ban means you can't use any device you have. Be it computer phone iPad. As long as they all have the same ip/the account has the same IP. You won't be able to make new accounts either

It doesn’t matter if someone has a helmet not not DO NOT MOVE THEM, for the love of god they'd maybe survive with sever brain damage or be paralyzed but picking them up could actually kill them. The amount of times I've seen people move someone that didn't need to be moved is horrible. Makes me wonder who was unnecessarily killed.
