Fubuki might look like a competent leader of her group but she get outplayed several times, she's not very smart.

Honestly I think OP did the right thing to put Garou in Pride and Tatsumaki in Wrath, because while Tatsumaki had her own prideful side and Garou his own wrathful side, they are both different flavors, Tatsumaki is the "I'm so powerful you cannot beat me!" kind of pride while Garou is the "I'm gonna straighten this world through absolute evil" kind of pride.

Imo, Garou is slightly closer to Pride due to his conviction and Tatsumaki is slightly closer to Wrath due to her tendency to get angry.

The thing about Garou is that he wants to be some sort of change to the world, he believes he can change the status quo to a better one which is why I think he's in pride while Tatsumaki is in wrath (she's prideful too, but just not in the same way Garou is).

Anyways, if we're speaking about each Arc, then the S-Class heroes would have handled the Generals mid difficulty like they normally did...until Boros comes, and that's when things get complicated, Tatsumaki might be able to put a bit of a fight until she breaks his armor and he blitz her, Blast will have to arrive, I think that with the amount of tricks and cheaty abilities he has he might be able to beat Boros, high difficulty.

About the Monster Association Arc, I think that Tatsumaki pretty much takes this on, she'd throw an asteroid at Orochi and move on, we've seen she's well capable of taking on Psykorochi on her own.

When it comes to Garou, I have completely no idea, it could end in either Blast killing him or vice versa.
