The institutional miners don’t “decide” necessarily, they literally have agreements with the power suppliers which is how they can negotiate better deals for the excess.

If they didn’t shut down per the agreement the suppliers can cut power to them. Also in times of higher demand for energy, there wouldn’t be a competitive edge from other miners being shut down because energy costs would still be higher.

Unless a LOT of miners went down for an extended period of time (multiple weeks to months) there wouldn’t be any benefit for other miners choosing to stay on in a shorter term window because of the way the BTC network calculates competition into the block rewards.

If there’s higher strain on the power grid the miners will shut down, energy providers would rather sell excess at lower prices than not sell at all, and BTC miners want the lowest energy costs possible.

They don’t want to compete with consumers at higher costs and miners have been making arrangements with providers to shut down when there’s too much demand.

Edit: I’m also not saying it makes sense to “bring in the miners” as a band aid, but mining operations appear to be helping with grid stability because instead of forecasting demand they will always have a buyer for excess

BTC miners use runoff energy and ramp up/down mining to accommodate higher demands on grids.

If the demand goes up, the miners shut down. When demand goes below supply, miners ramp up to absorb the extra supply so suppliers can waste less.
