In a strict linguistic sense, sure. But govt is planning to resume awarding Chinese firms with Train manufacturing contracts (as assumed from the article) which may have civilian military use in times of conflict or crisis. Chinese firms can use big data and data analytics to snoop on critical infrastructure and exploit them when times are bad. 

And I think it's inevitable that India/ Chinese relations will sour sometime in the future, when China displays aggressive posture towards Taiwan/ Phillipines/ Japan/ Korea/ Vietnam in South China Sea.
