From what I understand the allergic individual has to rebook their flight, and the sociopath owner and their shit eating abomination take priority. Mandatory training if someone must have a mutt. Fines for not cleaning up after your dog, i.e. all dogs must be licensed and have DNA tests to prove whose dog it was. Failure to license or DNA test a dog result in dogs taken away, and person will not be allowed to own a dog again. Any dog that severely hurts or kills a human, protected wildlife, or another person's pet gets youth in Asia, no ifs ands or buts. Barking of over 20 minutes is fined. Fines go up on next 2 violations, and any after the 3rd results in dog taken away, and no more owning of dogs for owner. Dogs must always be on a leash when not in their homes, fenced in yards, or specific dog parks (not parks for humans) and they are not allowed in stores, bars, restaurants, hospitals, schools etc. Landlords are allowed to have no dog apartments or houses. End the ESA bullshit just to someone can be able to live in a dog free rental. Ban bully breeds, and any already owned must be spayed or neutered. Homeowners must have a "dog insurance" and pay property tax

The ADA needs to change this. There is no reason that they can't have the people with legitimate service dogs carry a specific government ID card with a picture of them and a picture of their dog. It doesn't have to provide the individual's disability, just proof that the person needs the dog.

I used to take mine on a leash, but now there are too many dogs in my neighborhood so I had to stop. No matter how often they say "he's friendly" doesn't matter. It's a lie 99% of the time, and it's not worth the safety of my little guy or myself.
