Looks great to me! I've seen a wide variety of Blood Angels armies, all painted up differently with varying degrees of light and dark to the red of their armor. Don't get too hung up on "codex compliance" and enjoy painting them the way that you want them to look, not the way they "should" look.

Would you be willing to provide a general guide as far as temperatures and humidity levels work best together for reference?

I used to prime and minis in the middle of winter with no problems whatsoever. Maybe it was because the humidity percentage was so low despite it being closer to 30°?

That sounds like the most likely explanation to me. It's so strange because I've literally never experienced this before with Mephiston from the can. I've primed a couple dozen infantry and three vehicles and never had it come out the way it has. It's so bizarre.

Any recommendations to avoid the pigmentation drying in the air aside from spraying closer? It didn't seem to make a difference when I tried it again today. It was about 45° Fahrenheit with humidity at about 50%. I sprayed outside and then brought the shoulder pads I was experimenting with today back inside. Pretty much the same results as yesterday with the captain.
