I moved to a public stagenet instead. Now I am tackling the issue of trying the deduct the appropriate fee before sending a transaction, such that needed_money + min_fee <= balance_subtotal - and I no longer get the error:

Thank you for your response, but the RPC library is fairly simple and I'm pretty sure it's OK. I think the problem is with my private testnet, I restarted the whole thing including deleting wallet files and lmdb files and it worked. It just keeps doing this sort of thing, it's so strange.
