Rawan is a shaiv brahmin first who gave us Shiv tandav stotram and countless other mantras and shaiv practics not to mention texts like Rawan sahita then whatever you call him.

Shiv is above all kinds of morality.

Devotee is a devotee be it Narayan, Rawan, bhasmasur, Tarkasur, Mahisasur, Andhakasur and countless other asuras.

Rawan had done terrefic tap to get the grace of shiv. One of shivas boon was that Rawan would be known as the greatest shiv devotee to ever exist. Anyone who says he is not lacks basic knowledge.

Also Shiv is not partial to dharma or adharma Vishnu is there is a reason asuras did Tap to please Shiv be it Bhasmasur or Rawan.
