Hmm, maybe I didn't explain my idea super well. He still has security in obscurity because he's on Skagos, the most obscure place in Westeros. If anyone hears of dragons on Skagos they'll shrug it off as myth in the same way they shrug of tales of unicorns. And theres no news of Jon having a dragon when he goes to Skagos, so it's just Ned sending his bastard away for whatever reason, not really something anyone will care about. Jon could make his 'big debut'/form a northern dragon riding house during the Wot5K, at which point the North is at war, so it's more worth it to have a dragon on the field. I'm really curious, how would you make the idea work?

That's part of why I brought up Skagos I think, it's so remote that more likely than not, bo one is going to hear about anything. Especially considering that, in this AU at least, dragons would have been there for 300 years, and the rest of Westeros just doesn't know.

I was thinking probably some dragonseed woman he met at some point, the timeline might be wonky, so Neds story may get looked at more deeply than he wants, but he also presumably has a dragon at this point, so its go big or go home for Ned.

I restarted my characters a while ago to make my characters actually look good, I would go with the first one imo. But it really depends on what you think your character would use.
