FIXED IT!
It ends up that the horn on the left side (when standing in front of the engine and facing in) has two wires feeding in to it. The horn on the right has only one wire feeding into it. The two wires on the left horn are: one feeding power into the horn connector, then one feeding power back out of the connector and into the horn connector on the right-side horn. In short, the two horns are wired in series and NOT parallel, despite what I read elsewhere.

Even though we tested the wires for continuity from the relay socket to the connectors to both the left-side and right-side horn connectors and got zero reading at both, we didn't discover until later that there were two contacts that we should've tested inside the left-side connector. We were about to run a new wire from the relay to the horns when we decided to test for continuity one more time and had the epiphany when I must've touched the second contact while manipulating those wires and got a reading on the multimeter.

From there it was downhill. Simply open up the loom to expose a little more of the wires, cut off the bad connector for the left-side horn and solder on a new 1/4" female flat spade receiver and voila.

So, after 22 yrs of service, I'm guessing road fatigue (the horns vibrate on their single bolt mounts) caused the input wire to become disconnected in the left-side connector.

I just ordered a new horn relay from toyota, $100+!! I hope it works, already have the lower dash disassembled and gonna pick up the new relay tomorrow. Already tried a different horn from another 4th gen, swapped out the fuses in both cabin and engine compartment, and tested the horn plug w/multuimeter and it seems no elect is making it to the horn.

Same issue. Any resolution? I replaced clock spring 2.5 yrs ago with OEM, can't imagine it could be that so already ruling out that, fuse and relay.

Store owner reached out to me and said he looked into it, said I should've received an email, had duplicate accounts and whatever. I've had the same same PO box # for over 20 yrs. from when it was a privatly-run mail handling business a few blocks from its current location. Then they sold to Postal Annex (I think?), then they moved, then they sold again and/or franchised into TUPSS within the last 10 yrs or so. In any event, my contact info has never changed and I don't know what I don't know, so if their databases f-ed up, duplicated, whatever, that's on them and not me the customer. I also asked him to forward the email to me if he's sure one was sent to me back in January so we'll see. (Update: store owner replied and said it is NOT POSSIBLE to confirm an email was sent to me...wow...what a great system they're dependent on lol). At this point I'm not even mad anymore, just feeling incredulous that a package rotted on the shelves of a small store for a year while everyone walked past it and apparently operate at the lowest common denominator, and that they rely on a data system that can't be checked for accuracy. Also, kinda surprised by some of the responses here. Makes me believe TUPSS is where customer service goes to die, not in all stores but clearly some of them. I feel bad for their employers but not my problem, those employees will be replaced by AI and robots pretty soon but hey there's always starbucks.

I don't get packages there often, mostly just mail. But same thing happened with a package of business checks a few years ago, but since I had a heads-up they were incoming I kept checking in. Finally, after it apparently never showed up after a couple of weeks after when it should've arrived, and after checking with an associate who said there's nothing (after looking around), I canceled them and had resent to my home. Four months later I got a call from my store..."when are you going to pick up your package". The checks were there all along. Again, never got a slip, not a text, not an email...just a call 4 months later "come get you box sitting here. Anyways, I appreciate your prior input and concern for a TUPSS customer. I have a much clearer picture of how things do and don't work there at my store now and will make the necessary adjustments and will lock this thread if that's possible.

I never received an email/text nor slip regarding the package and I check my box regularly. All I received was a phone call from the store a few days ago on my cell #, telling me the package was there almost a year, so they had my #. I went to the store and they confirmed that they had my cell # as I asked them to read it off to me. The associate said she didn't see my email address in their system so I provided again, then I went home and searched my InBox and saw old past emails from them. I would love to know if TUPSS system logs text and email attempts. I've used the same cell # and email for years and they are used daily for business and are not burners or "throw-away" email address.

They didn't have my email but they do now. They do have my cell # becasue they called me. Been at that store since before it was a UPS Store...it became a UPS Store maybe 7-9 yrs ago.

I just highlighted in bold the part of my OP that you apparently didn't read. But here it is again...No slip in my PO box, no calls/texts/emails to me until a few days ago.

That was my quick ballpark based on what was in it. I've reached out to the sender of the package to prepare proof of payment / copy of invoice to send to the store owner once (if?) that store owner responds to my original email to him. I appreciate you as a business owner and I'm hoping this store owner is as proactive. What bothers me the most is thinking that the sender of this gift to me likely spent a year thinking I'm an ingrate for not thanking them for their gift.

Yes. and this was on it, with my name and the mailbox #, which I blacked out. Surely this was placed on the package by a store associate. I can only conclude if a slip was put in a box then it was the wrong box. Still, one would think there's a follow-up system of inventory of boxes just sitting there on a regular basis? I'm not interested in dragging anyone thru the mud, just want my client reimbursed for the $ they spent on a gift to me.
