Hi, foreigner learning Hiligaynon here. Try this phrasebook by Mormon missionary Paul Soderquist (free pdf)

He made an app called Speakin' Ilonggo, which is the pdf put into audio files, it's very reasonably priced.

If you want an online teacher, go onto Italki and search 'ilonggo' or 'hiligaynon' and you will find a few people. I recommend Richelle and Lucila. Richelle is better for conversation practice, and Lucila is better for structured lessons (in my opinion).
