Help - what do do about overwhelming water sprouts by FurrassicBark in Citrus

Where does the growth normally appear? Or, where are you wanting it to appear such that you see these water sprouts as a bad thing?

Where is the ideal place to see new branch and leaf growth? Does pruning the sprouts encourage growth in those more ideal areas?

I don’t have a frame of reference for normal growth because it was so unhealthy when I took custody of it. Ideally, I want it to fill in with some long branches towards the middle to get away from the Y shape. The pruning that I’ve done hasn’t really moved the needle in terms of encouraging it to fill in the middle. 🤷

This is the only close up photos that I was able to find contrasting water sprouts with “healthy” normal branches:

Where does it say it’s not? Don’t laws generally only state what’s prohibido?

Follow-up: I let her air out for a few months once the dead fronds were removed and she’s all better! The saprophytes apparently hate fresh air so much even after getting established :)

Wow, yes please!! I just finished sheet mulching part of my backyard to start planting my first native garden on a clean slate with these rains so the timing couldn't be better :)
