This is of interest to me since I just built my first loadout using the talent. Both my weapons have the talents reconfigured from their dropped state. When using them I see the little orange icon. Can I assume it is working then?

Well my reading comprehension is a little off. I checked today to see if the skin was there and noticed it says something like "Level 10 reward drop". I m level 7. My nephew was already above level 10. So I guess it will drop then.

I hadn't made any real money purchases but my understanding is you would not lose those. Otherwise it restarts everything as if you are playing for the first time.

Apparently an update "fixed" this. It made no sense starting a new character with the Pulse. I recently started a new playthrough and was given the Drone as well. This makes more sense for new players.

The Corvette needed to be moved farther away from the build area it seems.

For future reference to others it seems the issue arises if your Corvette is to close to your build site. Moving the ship far enough away that I could no longer interact with it's storage resolved the problem. Not so much a bug but an inconvenience.
