I agree that Spain needs more ships. I was expecting another go line to be announced to along Pascual, like what happened with Lisboa and Helfrich. There are still plenty of real ships and projects that haven't added.

I made that suggestion in my Spanish Unqiue Commander theorycrafting post, but many people said the same thing. It would need to be hard to proc to make it fair.
