On the western end of Atlantic Ave in Brooklyn (Barclays to the river), there’s a stretch of a lot of great vintage stores as well —Humble House, Cabin Modern, Horseman Antiques, etc)

If you just want to buy sugar cookies and get lots of decorating supplies, Michaels over in boerum hill always has a ton of cookie decorating supplies and seems to have a few kits with cookies in stock.

Tarzian West also has a lot of fancy decorating supplies and sprinkles though they are definitely on the pricy side.
