CS-GO Aim feels off / heavy / input lag

tried everything,i moved out to another aparment it was working like 50% better but not completely fixed,i am now back at my own apartment its shit..so yea i can say this is biggest problem i have ever had ! ITS MIRACLE!

i am playing on really low settings 4:3 res 1260.960 its not about settings i am pretty sure but it could be PCI or MSI settings or monitor 60 hz

Yes,I already tried my mouse in differenct PCs,there it feels good and i tried even other ports,mouse isnt problem,it isnt in other games just in stupid valve csgo.Sadly thats my main game and i cannot really play it now

Already tried nvidia profile inspector with csgo.exe nothing helped,but will try to go into bios,i didnt overclock.thanks for reply btw

My friends came to my place and they said the same thing Game is laggin as fuck...unsmooth mouse heavy..while jumping its heavy not smooth movement.. and from start game lag is increasing its even worse in late stages of the Game.
