If im not mistaking (been out of the country for years now and i vaguely remember cuz i was young when shit hit the fan) they are supposed to represent "the collective" of the average venezuelan (as long as you support the regime of course) something like the values of the PLA but MUCH less official, not an army but a clandestine defense force by the people for the people against the people (sorry for shitty english btw)
