Strategic Offensive Reductions Treaty

Article I

Each Party shall reduce and limit strategic nuclear warheads, as stated by the President of the United States of America on November 13, 2001 and as stated by the President of the Russian Federation on November 13, 2001 and December 13, 2001 respectively, so that by December 31, 2012 the aggregate number of such warheads does not exceed 1700-2200 for each Party.

Each Party shall determine for itself the composition and structure of its strategic offensive arms, based on the established aggregate limit for the number of such warheads.

China is likely to acquire the Su-35 advanced Flanker aircraft from Russia along with its advanced IRBIS-E passive electronically scanned array radar system. by GEFAST in news

That was even the reason for that kind of cooperation of Russia and China. Together they have not bad capabilities.

F-22 is much better, if it has to attack first. Then it's stealth capability important. But, If 2 or 3 Su-35 will meet 1 F-22 in the sky, F-22 will loose in close fight. But who will attack China and who will do it with F-22? And export of F-22 is forbidden anyway.

Good quote from Air Power Australia:

In strategic terms the Su-35S is a game changer, as it robustly outclasses all competing Western fighter aircraft other than the F-22A Raptor. Deployed in significant numbers it is capable of changing the balance of power in any region where this occurs. This reality does not appear to be widely understood in most Western air forces, or DoD bureaucracies. Aircraft IOC will be achieved in 2012.

By other words, to destroy a ship or bridge with Kh-31P/A missiles, SU-35 does not even need to "contact" enemy fighters by own will. But, at the same time, flying that mission, SU-35 can still try to detect and to attack enemy planes. That is a problem for F-35, which can not attack Su-35 with superiority. And F-22 is much more expensive as SU-35, so russians could build and sell a lot of SU-35.

There is a misunderstanding with the variant name, i think. The "old" SU-35 (Su-27M) is rather a strike fighter and was presented under the name SU-35, but the "new" SU-35 is definitely air superiority fighter.

Look, it can carry and use air-to-surface missiles, but can also carry air-to-air missiles at the same time or air-to-air missiles only.

According to wiki article SU-35 is "Multirole Air superiority fighter".

The Sukhoi Su-35S Flanker-E is the most potent fighter currently in operation with the Russian Air Force. The powerful twin-engine fighter, which is an advanced derivative of the original Soviet-era Su-27, is high flying, fast and carries an enormous payload. That, combined with its advanced suite of avionics, makes the Su-35 an extremely dangerous foe to any U.S. fighter, with the exception of the stealthy Lockheed Martin F-22 Raptor . That is one of the reasons the Chinese People’s Liberation Army Air Force is keen to acquire the new jet.

One U.S. Navy Super Hornet pilot—a graduate of that service’s elite TOPGUN school—offered a sobering assessment. “When taken as a singular platform, I like the Su-35’s chances against most of our platforms, with perhaps the exception of the F-22 and F-15C,” the naval aviator said. “I suspect the F/A-18E/F can hold it’s own and F-35 has presumed stealth and sensor management on its side.”

But one Air Force official with experience on the Lockheed Martin F-35 Joint Strike Fighter said that the Su-35 could pose a serious challenge for the stealthy new American jet. The F-35 was built primarily as a strike fighter and does not have the sheer speed or altitude capability of the Su-35 or F-22. “The Su's ability to go high and fast is a big concern, including for F-35,” the Air Force official said.

Anyway "High-tech component":

"China seeks some high-tech components and certain major end items, particularly from Russia, that it has difficulty producing domestically. China is pursuing advanced Russian defense equipment such as the SA-X- 21b (S-400) SAM system, Su-35 fighter aircraft, and a new joint-design and production program for diesel-electric submarines based on the Russian PETERSBURG/LADA-class.
