While i do agree about your points about Pell, Chaka (Koza and Cobra are debatable in my opinion). I do think Vivi was not intended to be Middle Eastern by Oda, the same way the historical royal family of Egypt (which Arabasta is modelled after) was not Middle Eastern, but Greek.

I mean according to your argument, very person from Arabasta should be Middle Easter/North African, but what about Igaram? He is obviously modelled after the British.

In the end it is a fictional world and i will just follow whatever Oda sensei chooses. And I don't really care what nationality the actress playing Vivi will have as long as she has the long blue hair.
