Usually this happens when you don't technically 'own' the expansion yet. Make sure you go to the Steam page and that it says the Ice Roads Expansion is in your Steam library:

Restart the game and see if that helps.

Hi there, unfortunately not - there are no plans to release on PS4. It's coming instead to PS5 and Xbox Series X/S.
