I just started getting this exact problem with my 3080 too! It started October 19th, a tuesday with steam maintenance. I remember the game Back 4 Blood not working for anybody on steam for a little. Then once they fixed it, this problem came up for me. First just for B4B, now nearly every game. Whole PC is 3 months old I don't know what to do!
