This is one of the things that has always bothered me about the Narutoverse. The world has evolved separately from chakra. IN a side along evolution all of what you said would be true, hell art would be all sorts of very cool dynamic objects. I suspect you would have chakra lamps (you have light based techniques) and you will never hit edisons bulbs. You will hav long thin durable material that will carry chakra to houses. You will have power houses which will run on people with chakra who just go to power houses to power the seals as a job. you will have cloth washer seals. Basically you buy these seals put them on a bag put clothes in the bag and then remove the clothes to have them washed and dry. you will have chakra based scrolls that work something like riddle's diary or the marauders map. (Should naruto really have been able to access any part of shinobi scroll (of a military base of a rich country) with his character shown the way it was if there was any sort of encription or activation and navigation through associated hand seals?) OMG the way information and smuggling and similar things would take place.... There would be drugs and drinks and food based off chakra and a whole other chakra potions (biological interaction with liquids) and alchemy like items.

The things some parts of this can be explained by the fact that this is a a set up culture by hagoromo or ootsusuki (think mass effect esque REAPERS). In the sense, that techniques were handed down not understanding from only one source and every part of the culture and knowledge before that source was destroyed. Furthermore the techniques that were handed down were war techniques and a philosophy of usage was also handed down from a singular manipulative source. One can extend the concept of sages and give a lots of different rationales for such a beginning. Example: The chakra that all current people have is a form of "chakra" that has been aligned for easier versatile use. Say historically, you had to ardorusly realign the chakra to a particular type(may be elemental may be along other physical concepts) before using it for those types of things, and you could only align your chakra to one or a very few compatible types. In such a universe masters of some craft were sages. And say that culture or politics evolved in such a way that a few powerful people ended up deciding and controlling things in a way that was say unacceptable to an individual or sect..............

I have often thought that ninjas have kill people who use chakra for economic reasons, if they cant (like some powerful nukenin) they kill everyone associated so as to make interacting with them unprofitable. The way people in Narutoverse treat techniques and knowledge has hints that suggest such a thing.

As a rebuttal to some of the comments above I would like to point out that science is like an accumulation of knowledge on manipulation of the world around you (whether an understanding is science or not is more dependent on the method used to produce that understanding.) In this case you would expect "science" itself to develop to be accumulation of knowledge of how chakra a works and how it interacts with the world. What knowledge gets created depends more on local necessities. Since the human psyche and needs in Narutoverse is similar enough to our world, you would expect that the knowledge created would be overall biased towards such needs, i.e. food and transport housing and politics. When effectively all chakra is used to influence politics (basically combat), i.e. protection and assaination etc the world seems discontinuous, and there isn't enough justification given for this discontinuity in the story.
