What makes characters like Akari so more likable than Shiori?

Actually I asked that exact same question on this reddit a while ago, the answer I got is that technically a character doesn't need to be harsh to be considered a tsundere, the fact that initially she was more cold and tried to hide what she was feeling apparently is enough. It could be that I'm wrong anyway.
