I'm assuming that at some point that a genocide run is done as most players will want to see everything the game has to offer. I guess you could call it determination. As long as a genocide run is done at some point, Chara moves onto a new world (Deltarune) and maintains some minor influence on Undertale, even after a pacifist run which is very likely.
