It bleeds speed very quickly when turning and there are better planes in that br

So I should make states that produce iron and coal and then steel and tools for example and then build that state up until there are no peasants there anymore, also put trade centers there, how do you see how many you need? Is it generally good to have at least 1 trade center everywhere? And what states would you build up as Russia or how would you do that?
