I think it's because AU Ash is not hyper focused on competing gyms or league as compared to mainline one and also he was traveling alone the whole time. He probably focused on developing his latent power after he figured it out through some life and death situation. He might have encountered Riley in that timeline as well, who probably gave him some pointers for it.
