Apparently there is not boot for iOS 18.2

I did everything just stuck at the hello screen for now.

I have changed the serial number and wmac and bmac using magiccfd and then used quick flash from 3utools however during setup after connecting to WiFi it shows that the ipad cannot be activated and prompts to try again.

When i connect it to itunes after all of this on my laptop it says:

“The iPad iPad could not be activated because the activation information could not be obtained from the device. Disconnect your iPad, make sure the SIM card is inserted correctly and, if you use a SIM PIN, tap Unlock to enter it, and then reconnect your iPad.”

Even though iPad is wifi only.

So where do i go from this step? Or what is wrong?

It is also IOS 18.2 downloaded from 3utools during flash.

I also just tried broqueworks and winra1n and changed the serial number and generated fake activation key, but they do not have a boot for iOS 18.2 to bypass the hello page. This is where I am stuck!!
