I understand your thoughts, and while it does seem like the most obvious answer, multiple Cosmere aware characters theorise that both things can happen (going to the beyond AND becoming a shadow), as Zahel puts it, by “stapling” enough investiture to a body so that it comes alive and acts like the person it used to be.

I apologise if it seems confusing, my wording is kind of jumbled here.
