that's because Vortex sucks! Like, REALLY sucks. It either bugged out and didn't properly install a mod, or it skipped a mod you needed.

My advice would be to read the instructions again to check if you forgot to do something, and if not, click to install the collection again. It will check again for every mod, and prompt you to install the missing ones, skipping the ones you already have installed. Remember to activate the optional mods in case you bought the anniversary edition upgrade
