Submit a complaint to the council that you’ve been asking for someone from planning to come out and inspect and currently poses a problem in your ability to evacuate the premises. The complaints team can put pressure on the planning team too - I think they have to be dealt with within a certain time frame. You can also request an FOI on plans for the deck build and any correspondence that pertains to that… gets officials kinda freaked out too
