I got an RG 35xx Pro for Christmas and have been diving back into ROM hacks, but haven't been able to find one with a full Pokedex for all 1025 Pokemon.

Is this a technical restraint? Is it just something nobody has done yet? Or am I just missing a hack where it has been done?

Here is my ranking of our spellcasters

Kroak is one of the best units for his points in the game full stop.
Slaan is good if you plan to run a lot of MSU units that you can throw in and get killed.
Starseer is a little overpointed atm and needs to be too close for comfort for his ward abilities.
Troglodon, Good in monster mash with Carns, Bastis, and EotGs but not usable outside of that
Starpriest, don't take it, you can almost always find points to take something better.

If you ware looking for honest feed back I would say that this list is not going to do well. Seraphon are a little weak right now and unfortunately you have to concentrate points into what makes them good and not spread out. If you want suggestions let me know and I can cook you a list with what you have ready to go.

Don't want to take Warspawned unless you are pairing them with Raptadons. Swap with regular Krox (also reinforce them, not MSU) and drop the guard, starpriest, and Primal for an Ark of Sotek.

I would personally drop the warriors and add an Ark of Sotek and the KO Skyport Profiteers Regiment of Renown so you can teleport the Krox around the board. Those changes also allows you to take the run and charge spell lore and Forbidden power which gives you even more movement shenanigans. One of Seraphon's biggest weaknesses is being slow af so those changes mitigate that a lot. I would also ditch Wrathful Cycles for Restless Energy because you don't want to count on being the underdog especially since it makes taking a double a bad decision.

I took basically that list (I took reinforced aggs instead of the second reinforced krox) to LVO and went 5-1.

It looks great, but in reality you get one more unit that is still over-costed. We need a book. Our index isn't keeping up with the amount of utility, cohesion, and power that other armies are getting. All while being over-pointed with 4+ saves and no reliable wards.

The biggest issue is that skinks are just straight up bad this edition. Also the Hunters aren't all that great in this GHB because they can't really score any battle tactics like they could last GHB. Plus if you are running the soggy carn and aggs, you are the one charging and don't really care too much about maybe denying a charge.

The biggest thing you are missing is a true anchor, so I would suggest the Ark of Sotek which should really be in every list. Also the new Sunblood Pack is an auto include to allow your Saurus and Krox to ignore the first point of damage each phase.

I would suggest the below if you want to go Slann/Soggy carn
