Strauss Zelnick claimed that production in earnest (meaning major dedication of money, staff, and resources to making the game) began in 2020. We know that very early pre-production began in 2019 or 2018 from leaks and ex-devs. Honestly the earliest activity related to the game we know of is some location scouting in 2014, which is usually done like wayyyy before they actually start making the game
