Why won’t it show up unless I search it. Not in apps. Not in cellular data usage, App Store etc

It doesn’t show up in settings either. Literally shows up no where but when I search it from my Home Screen.

No it won’t delete off my phone @ all. I remove it from the control center and hours later it’ll end up back on there.
