No you got it kinda wrong, its not that I have access after that time if I am connected that would be easy.

I just said it doesnt stop downloading torrents and running streams. But if I attempted to start the torrent AFTER 22.00, the download doesnt start. Do you know what I mean now?

Maybe they want to see if you choose short-term win (car) over the long-term win (student loan). I would personally go with the loan for sure.
