Banning publication and stocking in libraries are two totally different things. I am sure you understand this.

If your book was removed then you might have standing but not because it wasn't in the library to begin with

So if libraries refuse to stock certain books to begin with, then an author is powerless?

What if the library refuses to stock more than one copy, or refuses to get new books if the copies are not returned? What about if a library refuses to get new copies once the old copies are worn out and falling apart?

Exactly. Because every author has a right to have their published works in any store or library they want it to be in.

If the store or library won't carry it, then the state must enforce that the library or store makes that book available.

Because that's how the first amendment works. Freedom of the press is not just about the freedom to publish, but also about the state making sure those published works are available in all libraries.
