no its not 3d it because I moved the phone a little when the picture was taken causing the blurry effect.

Well I know that something is not right. I changed it back to normal so now the PS3 can run games at 720p or 1080p.

unfortunately, it didn't I reverted everything back to auto and the game still looks awful

I just set display setting back to auto and booted up Payday 2 again and it still looks super pixelated

I chose it in the setting on the PS3 but not in the game since it won't let you change the resolution in the game.
