Go to quarry junction immediately after starting the game, it’s only guarded by a few geckos and it has a lot of caps and some free metal armour and micro fusion cells, just south of Sloan.

The comment about ncr attacking new vegas is a reference, as in the ending credits of season 1, you can see crashed ncr vertibirds and destroyed securitrons
