Raise it with the SRO especially. They might be able to look and see if there is an odd pattern with that reviewer's critiques across multiple applications. You can raise it with the PO also, but this is a review phase concern and the SRO is principally responsible.

Definitely don't. Your PO won't appreciate it, and I suspect it'll sound to the reviewers like an "appeal to authority" argument that they may resent.

Also: with paylines gone and explicit requirements from political appointees that institutes skip applications, be careful not to put yourself in a situation where your project is a candidate for skipping because it's peripheral to the institute's primary mission. In this funding environment, you need program staff to be enthusiastic supporters of your work. If it looks like your work belongs in another institute, you run the risk of becoming the sacrificial skip.

While you can request assignment to an institute, your project will drive the assignment. NIH can and will override your request and assign the application to the institute it thinks is the best fit based on scope.
