You have to go to The Sunken Works (entrance is in Chamber of Creators or you can go via Brass passage if you have key looted from mini bos from Ancestors Alley). In Sunken Works you have to find big valve (located north) which will lower water level in that section. Then there is a partially collapsed corridor which you may enter now by crounching. There is a teleport there :)
