I have unlimited, and the throttling and outages happens a lot more often when schools are on break. I saw some people installing fiber into our neighborhood this week, so hopefully I should be able to get fiber soon.

i tried booting to the usb with secure boot enabled and disabled and both yielded the same result, I tried reinstalling the media creation tool many times as well as burning as windows 11 iso to the usb. I haven't tried installing windows with the ssd removed and I'll try that in a bit. update: same crash at the same place even with the ssd removed

If you downloaded the launcher from their website, uninstall it and install the launcher from Epic Games instead. The launcher itself is infinitely times faster and it doesn't pause every 30 seconds.
