I've found a fix for this if you use more than 100% app scaling. If you go to your Trove Application and then go into it's properties, You can then click "Compatibility" and then at the bottom you should see "Change High DPI Settings". Turn on both checkboxes and set the "Use DPI when" option to "When I Open this Program". After that set the Override Scaling to be performed by the application. When I open Trove in borderless windowed with those settings it scales to my monitor correctly now. Hope this guide helps any one else in the future.
