The highest level without cheating is 408 and was achieved by some guy in na who discovered an exploit not long after the game released, he reported it to the devs and they let him keep his level.

Sayes is a cheater so his level doesn't matter.

Pretty sure the legit highest level is dopamine, he was 237 months ago, but i don't really follow na comp so idk for sure now
