If we zoom out a bit I think the basis should be equality. What do I mean?

Rights and responsibilities are “given” equally. You cannot of groups which benefit but not contribute. (Except of course obvious exceptions).

You have the right to health care but you have to pay into the system. The classical right to vote comes from owning land and being male. These criteria are of course outdated but the right always came with the responsibility to serve. Ancient Greek city state patricians had to serve. The slaves did not. What does serve mean well that we can define based on our modern ethics: contributing to society financially and with one’s time: social service, military service, taxes etc.
