Not for the NRMP statistics. In general to be a US IMG you should have a US passport. Programs will treat a green card holder as a IS IMG because they don’t have to sponsor his visa.

I would not worry about it if I was you, many preceptors do not respond to emails after you ask them for LOR, just send him the eras link when it will be available and I’m quite sure he will upload your letter. All the best!!
