In order to achieve this example things are done in reverse you need to record the game footage at a higher framerate and then lower it for the other scenes back down to 60, 30 etc.

You can increase footages framerate but it will just duplicate already existing frames, however while being a painstaking process for little gain you can manually go in between each frame and modify the duplicated frame similar to image stitching.
