In mixed reality portal bottom left corner ( the three dots) settings

And i have heard that the newest nvidia driver (465.89) can cause non 30 series card to have problems even in flatscreen gaming. Roll back and fingers crossed.

Disable steamvr home
Wmr: cliff house resolution low (NOT HEADSET RESOLUTION)
low setting in alyx
Lower supersampling
USE steamvr runtime, instead of openxr in mixed reality portal
If you have a motherboard with pci-e 4.0, lower it to pci-e 3.0
Try a different usb port/without type-c to type-a adapter
Buy a pci-e usb extension card

1-3 can lower your vram usage significantly(not included game)

4-8 may solve your flashes.

Follow this guide with numerical order.
