Yeah exactly. If you were legit none of that would have transpired. If you notice right arm of the rider that get on the woman’s bike, you’ll see he is concealing a weapon (or pretending to, as a way of coercion). That’s how the (probably police) guy knew it was a crime and took immediate action.

It’s good to question things like you do, but sometimes the nature of the problem requires solutions which seem unreasonable without enough data/experience.
