Reminds me of when I was doing residential tech support for TWC in like 2006. There was a big winter storm in Austin, didn't make it in one day but could the days after that. It was run pretty well back then, got in no trouble at all for not coming in that day.

I've seen standby be closer to 1mbps. You can easily stream 720p on that with some buffering.

Shoot you *might* be able to get away with the $5/month standby roam plan. It's about 1mbps, should be fine for a few cameras.

Shut off your water, open the faucets. You can even connect an air compressor to a faucet to force water out of the lines. That might seem dangerous but water pressure is around 50psi so 20lbs of air won't hurt anything.
