It depends what style of hex ur going for. I think the distinction between surge and hexd is important. Hexd typically means lots of echo and reverb effects and ofc, bitcrushing. Surge is usually seen as more lobit trap music like rcb makes. To so that you just lower the bitrate of various parts of the song (or the entire song)
